This building houses machinery to rip scrap-metal into smaller pieces so it can be dumped into a furnace for remelting. Even mills that produce new steel from iron ore will usually charge their basic-oxygen furnaces with a certain percentage of scrap-metal -- steel is extremely recyclable.
