Create MSG Table

A rule to create messages that can be used by drivers/child rules for various purposes. Currently, CreateMSGTable rule can be used along with CommWithTTable command (which is included in this pack) to send/receive messages between drivers through timetable. Due to size limitations of command menus, however, it is more appropriate keep the messages short in length (i.e., not more that 25-30 characters). For example, the announcement <Eric has arrived at station A and platform B> could be simplified as <EricEnterStnA_PlatB> in the MSG table.
