BR Class 23 'Baby Deltic' - Blue

Class 23 'Baby Deltic' script. Includes elements from various sources, including
numbering based on the random number script as posted by davidt on the scripting forum,
eldavo's 'CoupleStar', 'Chameleon', 'LightUp', wipers and driver, the 'use fuel' system
thanks too RPearson how made the script and Phil_C who helped me with the errors.
Thanks also to numerous others who have shared techniques and ideas on the Auran forums,
including andi06, pikkabird, zxr400, paulhobbs and many, many more.
Also I really big thanks too rumour3 for letting me use his 'Class 31' script as this
