Exchange staffs with moving train

NOTE: THIS COMMAND WILL ONLY WORK IN CONJUNCTION WITH ASSETS 'SWO Controller Rule' <kuid:96148:94051>, 'Staff-transfer track, for avatar operation',<kuid2:368725:90035:3> and 'Miniature Electric Staff Instrument' <kuid2:368725:90069:1> and <kuid2:368725:90074:2> or similar staff safeworking assets by ElStoko.
For a series of track sections protected by miniature electirc staff operation in NSW it was common for trains that did not require to stop at a section-ending station for the collection of the staff for the section left and delivery of the staff for the section entered to be exchanged simultaneously without the train stopping. This was facilitated by the attachment of a staff to a hoop that could be caught over the arms proferred by an engine crew member and the station 'Safeworking Officer' (SWO) <kuid:368725:15000> as the engine cab passed the officer on the station.
When a train engine enters a relevant 'Staff transfer track' at a section-ending station with an active SWO, the SWO may initiate a 2-way transfer of staffs between himself and the train engine as it passes by at around 25-30km/hr. For the transfers to succeed in a station yard where a SWO is active, the SWO must be standing on his staff-transfer footpath section that runs parallel to the train's staff-transfer track. If there is no active SWO at a location, then the 2-way staff transfer will occur in 2 stages initiated by the 2 parts of this driver command. The first stage occurs when the train schedule executes Part 1 of this command (Inactive SWO gets staff for next section) on the outskirts of the station yard. It transfers the staff for the next section from the miniature electric staff instrument to the station yard's inactive SWO. The second stage occurs when the train schedule executes Part of this command (Exchange staffs between loco and inactive SWO) while passing over a staff transfer track (STT) in the centre of the yard. The STT script transfers the staff for collection from the loco directly to the relevant miniature electric staff instrument and the staff for delivery to the relevant loco staff queue from the inactive SWO.
