Decouple from indexed vehicle

Decouple leading vehicles of a train from trailing vehicles. The user selects the vehicle-array index for the foremost of the trailing vehicles.
A train consist is stored as an array of vehicles with vehicle[0] being the lead vehicle in the heading direction of the train at the point when this command executes. Note that a train's locomotive can be at the end of its vehicle array if the train heading is reversed from normal.
If a train has 20 vehicles (vehicle[0] to vehicle[19]) and the user wants to decouple between vehicle[10] and vehicle[11], the user must select index '11' when entering this command into the driver schedule.
This asset is an update of <kuid2:147570:80008:1> 'Decouple number #'. It has modified the config file of the original to meet Build 3.7 requirements and altered the script to include tooltip text so that the selected vehicle index can be confirmed by hovering the mouse pointer over this command's icon in a driver schedule.
