Roundhouse EU gate

Scripted gate for the roundhouse or other types of depot. These are defined as signals. Trying to use them on automatic comes with its own issues so use driver commands and rules to manually set them. Valid states are Stop, Caution ahead (10 kmh) and Proceed forward (20 kmh).
