Supplemental sign 'ATC exceeding

ENG: Supplemental sign 'ATC exceeding. States that some trains (with percentage exceeding) may
be driven with a higher speed then the allowed speed, that's only conveyed from a ATC message.

SWE: Tilläggstavla 'ATC överskridande'. Anger att vissa tåg (med procentuellt överskridande) får
framföras med en högre hastighet, som bara framgår av ATC-besked.
