These locomotives were built for exclusive use in the Goonyella Coal System (Mackay District Central Queensland). They are used to haul coal from mines in the Upper Bowen Basin to the ports of Hay Point and Dalrymple Bay in Central Queensland. They are sometimes used in the Lower Bowen Basin (Blackwater District) to the port of Gladstone. They are Not used on the Brisbane - Carins North coast line except for the Rocklands - Gladstone section that has been designed for coal traffic.

They were designed for heavy haul narrow guage. They are normally configured in sets of two or three locomotives coupled together at the head of the train with two more as a remote set in the middle of the train.

3100 Class locomotives are command locomotives. This means they must be the lead locomotive on the train and are used to control the other locomotives at the head of the train via jumper cable and the remote locomotives via radio control. The Radio Control messages are transmitted to the ELRC and the ELRC is connected to the remote locomotives via jumper cable.
