GWR Dual vent van

This is a GWR Dual vent van in Blender that uses some TC3
built-in content hence the 2.8 version number. Textures from a photo by Paul Barlett and used with kind permission.
The script, buffers, axle boxes are from Paul Hobbs again used with kind permission. Thanks to the
beta testers and all those who provided input to both this and the earlier version and especially to Torsten for creating the Blender XML exporter.
